WG B3.21 Turnkey Substations

As a result of the deregulation of the T&D industry, utilities and asset owners worldwide are being transformed from government statutory bodies to public or corporate organizations. This transformation led to reduction of available human resources and in most cases to outsourcing of construction, engineering, and commissioning activities. The general concept of turnkey project is well-known since the 1980s, however, the future possibilities and requirements of turnkey projects are changing as more existing substations are being refurbished, renewed or replaced. The objective of this Working Group is to review, from the utility and asset owners’ perspective, the requirements, needs and issues raised by use of turnkey projects for new and refurbished substations in the face of reduced manpower resources and potentially the need of higher efficiency of the bid process for new transmission systems.
